As a member of the team, you’ll be responsible for implementing and administering critical technology systems that support services to City staff and the public. The opportunity includes the following:

  • Leading the design and implementation of high performing networks for connected facilities and devices needed to perform mission critical City business, including Routers, Switches, Firewalls, citywide Fiber Optic Network, Wireless and Wired data network.
  • Administer and troubleshoot a wide range of Cloud and on-premise based technology services and solutions.
  • Design and implement enterprise level systems to support over 2,000 City employees.
  • Provide technical support and guidance to applications, help desk and other technical staff.
  • Upcoming and ongoing projects include expansion of the WiFi to City parks, building access and control systems, mobile connectivity, fiber network expansion to traffic signal network and to new City facilities, and connectivity with multiple Cloud service providers.

IDEAL CANDIDATE
A Senior Network Engineer performs highly complex duties at an advanced professional mastery level in the planning, development, maintenance, and administration of the City's network and fiberoptic infrastructure to ensure delivery of enterprise-wide technology services to meet the needs of City departments for achievement of their business, engineering, operational, service and productivity objectives. The incumbent is responsible for enterprise architecture strategies for network hardware and software and for ensuring that the network environment is secure, reliable, and efficient. Work requires deep technical knowledge of network architectures and technologies and the ability to apply that knowledge in the resolution of highly complex issues and problems.

Essential Functions

  •  Leads and participates in development of enterprise-level direction and strategy applicable to the network infrastructure; researches and evaluates current and emerging technologies and methodologies and makes recommendations for technology initiatives to meet City network and communication needs.
  • Performs network architect duties and participates in strategic planning to ensure effective technology solutions; analyzes capacity and forecasts growth requirements; monitors technology and industry trends and works closely with technology stakeholders to evaluate the uses of emerging technology to meet long-term business and operating strategies; participates in the evaluation of new technologies to determine their functionality, consistent with: City technology standards; interoperability, reliability and availability; supportability and expected return on investment; recommends hardware, software and communication media upgrades and enhancements to meet long-term needs; participates in lifecycle replacement planning processes.
  • Serves as administrator for a large, complex, multi-segment, wired and wireless network infrastructure, including switches, controllers and routers and disaster recovery sites and internet connections; designs, develops, installs, integrates and maintains the infrastructure incorporating multiple technologies, components, protocols and vendor products and systems; establishes network standards, including naming conventions and address protocols; utilizing a variety of software and tools, monitors and analyzes network traffic and capacity utilization to achieve optimal performance and availability; analyzes data to identify and resolve reasons for communications bottlenecks.
  • Provides lead work direction and guidance, serves as project leader and manages network upgrades and conversions; develops and recommends network contingency and disaster recovery plans; develops specifications for network hardware, software and cabling upgrades and enhancements; participates with the systems administration team to evaluate and recommend network and systems hardware and software; develops and recommends cabling and connectivity standards, uses and levels.
  • Designs and implements the network/communications infrastructure and its components; administers firewalls and their policies to prevent security breaches, balancing security levels with meeting customer business needs; monitors network/server intrusion detection systems; conducts vulnerability assessments and identifies areas for improved security management; works with systems administration team members to develop, recommend, implement and enforce the enterprise network/ systems security policy and remote access standards and guidelines.
  • Evaluates and recommends software, tools, and utilities to aid in monitoring and managing network performance and security; develops and maintains network documentation and reference tools.
  • Performs advanced troubleshooting on network hardware, software, and connectivity problems; performs third-tier problem resolution.
  • Provides expert technical assistance to other IT staff on network infrastructure and integration issues to ensure a highly available, supportable IT infrastructure; provides training and mentoring to lower-level unit staff; participates in recommending goals, objectives, and priorities for unit staff.
  • Maintains up-to-date technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional associations.
  • Regular attendance is an essential function of this classification.

EDUCATION AND EXPERIENCE
  • Graduation from an accredited four-year college or university with a major in management information systems, computer science, electrical engineering, or a closely related field and at least six years of progressively responsible experience in the analysis, design, development, and management of network infrastructures; or an equivalent combination of training and experience.
  • Certifications as a Certified Network or Systems Engineer, Security Certified Network Professional or similar certifications are highly desirable.
SELECTION PROCESS
The selection process will consist of an evaluation of training and experience and the most highly qualified candidates may be invited to participate in a structured panel interview and department interview.
 
Candidates selected for this position are subject to a one-year probationary work period.

Special Requirements


Must possess a valid California Class C driver's license and comply with the City's Motor Vehicle Safety Policy during the course of employment.
